1.  dispatcher said she is sending ambulance 2 times to first 2 callers.  3rd caller she sends apd to do check welfare; lying about ambulance.  then the third caller ;stranger; calls and asks for ambulance and says someone is not breathing.  she then advised him to do cpr even tho he says he does not know how;  she instructs him to cpr knowing that she hsas not sent an ambulance but sent apd for check welfare
